Community Development Manager
The Community Development Manager is responsible for developing and maintaining stakeholder relations and community programs towards mutually beneficial outcomes, reporting directly to the Project Development Manager.
This position will work within the Project team as well as external stakeholders to understand and share project and community information.
This is a senior position included in the project management team, supporting Project operations, communications, socio-economic and environmental assessments and monitoring, training, community programs, and governmental affairs.
The role will work closely with ERD Management to ensure activities at site adhere to the Project’s statutory and lender requirements for occupational health and safety, security, environmental management, and social performance.

- Field based position with regular travel to the Project sites in Shinejinst and Bayan-Undur soums (Bayankhongor aimag).

Responsibilities:
Community development
- Build and maintain in-depth understanding of the Bayan Khundii Mine Project and the company’s other minerals projects;
- Inform and support internal operations and responsible decision making;
- Learn present conditions and community dynamics to inform project activities and support community development programs consistent with company and community values;
- Serve as a knowledgeable project representative and a key point of contact for stakeholders to both receive and deliver information;
- Develop action and resourcing plans (budget, people, etc) for Management approval for stakeholder engagement and community programs that aim to generate mutually beneficial outcomes for the company and its stakeholders;
- Lead the execution of approved programs, including monitoring and evaluation;
- Create and/or maintain appropriate points of contact between the company and community members to establish and maintain respectful and trusting relationships and dialogue;
- Implement the company approved grievance and stakeholder feedback systems, including reviewing and drafting responses to feedback;
- Lead the collection and communication of information related to stakeholder engagement efforts and community programs, both internally and externally;
- Maintain local stakeholder database, including contact information and engagement records for residents of the bagh, soum, and prepare analysis on the local community attitudes towards the company;
- Provide accurate and timely reports on activities, interactions, communications, issues, and outcomes to inform project managers and communities of interest.
Environment
- Maintain understanding of the environmental management activities at Project site;
- Communicate environmental impact, monitoring, and other relevant information to stakeholders based on evidence.
Training
- Responsible for designing training materials for personnel and contractors to ensure awareness of local socio-economic conditions, stakeholder engagement policy and procedures, and communications and relations with local communities;
- Training of trainers for stakeholders training, primarily internal and contractors, with some delivery of training required;
- Supervisory responsibility for Community Relations team, including training and mentorship.
Qualifications:
- Minimum of 5 years work experience in a similar or applicable role in mining or heavy industry with excellent references;
- Strong communication skills with ability to work with people of diverse backgrounds;
- Knowledge of environmental management and community relations practices, requirements, and opportunities in Mongolia;
- Capability to manage and coach personnel;
- Minimum requirement of a Bachelor’s degree in a natural science, social science, engineering, or other relevant field;
- Knowledge of Mongolian legislative, regulatory, and standards related to HSEC and training requirements; Familiarity with international standards (EBRD/IFC) preferred;
- Working proficiency in oral and written Mongolian and English languages required.
